I found this in a thread on the Authentic Campaigner wedsite discussing arms received by the State of Ohio at the start of the Civil War:

There has been received at the State Arsenal, on account of purchases made and for the State of Ohio, from April 15th to December 15th, 1861, inclusive, the following mentioned articles:

Infantry
Enfield rifles 11,480
Long-range Whitney rifles 420
There were other entries but none that listed Whitney arms.
Perhaps our Whitney student Bill Burkett has an answer
