Uniforms Lined trousers for cold weather?

In April and May of 1861 the trousers issued by the state of Michigan were too thin to keep the soldiers warm. To correct this, women groups lined the trousers. This made me wonder how soldiers kept warm during the winter. I have never heard of the Federal government issuing lined trousers. The standard issued trousers would have been poor winter wear, especially for sentries and pickets. Has anyone heard of soldiers purchasing lined trousers for winter or adding lining to their own trousers? Would have sentries and pickets have simply worn two pairs of long underwear? Were waterproof trousers something soldiers could have private purchased?

There were flannel under garments that were an issue item (Domet flannel), it is very warm. Shirts were more prevalent.
