I don't think this thesis is correct. The first part of the war was fought largely in Virginia, the middle 8 states, and the largely white population of New Orleans. In New Orleans, the financial sector had a Whig heritage of which Zachary Taylor was an example. During the early part of the war, the administration was seeking allies in Kentucky, Tennessee and Missouri, and it was successful in each state. When the war progressed to the original 7 secessionist states, and central Virginia, the glove was taken off the hard hand of war.
Halleck hire Lieber to codify what was going to happen. And Lieber had a publishable result by April 1863. It should not have surprised anyone that the war became much harsher.
