Large envelopes?

My dad has these two business envelope size covers in his album of patriotic covers. Most of those are in the 5" long range. Are these Civil War or post war?

It's fascinating that the New Jersey envelope has the artist on the front. I can't make out the text well - can you tell us what it says?

I was having trouble too. It says J.W. Orr Manuf. N.Y. I Googled that and got the guy's Wikipedia: https://en.wikipedia.org/wiki/J._W._Orr.
