Restricted Kentucky Confederate monuments.

I have wondered, pondered, for a while. Why, even though there were far more Kentuckians that served the Union than the so called Confederacy, that there are far more Confederate Civil War monuments than Union? Also, Kentucky is described as being "the only state to join the Confederacy AFTER the war". I just wonder if it was a reaction to reconstruction (there being a lot of anti-reconstruction for a Union state), and civil rights?
