When Davis replaced Gen Joe Johnston with Gen. Hood, Johnston made this comment in his reply to Davis:
""Confident language by a military commander is not usually regarded as evidence of competency" - General Joseph E. Johnston CSA

I "think" I know what he meant by it, but I'm not sure if it was pointed towards Davis personally, or Gen. Hood?

Anyone able to clear that up for me?

It means running one's mouth is not necessarily indicative of accomplishment.

Self-promotion is not the same as achievement.

Say what we will about Johnston, this is a pretty good indication of his character.
