Could he be J. Baptiste Dumain of the Louisiana Militia? We have very scanty records on them.
Hell, Terry, if you can Sherlock Holmes this man I'd be happy - I can't find ANYTHING on him.

Jn Bpte Dumain (I'm assuming Jean Baptiste) was a private in the LA militia, but he only has two cards. Greenwall's brother Henry was a LT in the LA militia and only has one card. Their records may be lost forever.
 
He may have been a 30 year-old policeman in 1860 New Orleans. If so, that's a start.
He doesn't look 30, atleast not in his face anyway, but the beard might suggest otherwise.

It would be rare to make colonel in one's 20s, though I can think of a number who did. To me, he looks like he could be anywhere from 28 to 32.
 
The coat is plain, no braid or facings. I'm thinking he was a volunteer ADC, and many of these men were not carried on the rolls.
