2) Did you check the barrel to see if it's got a load in it?
I put a scope down the barrel. Why is this super shiny, and would it be safe to fire blanks?

Quick question. I got a scope down the barrel and found this at the bottom. What is it, why is it super shiny? Is it safe to fire blanks?
Considering the overall look of the gun I would assume that what you are seeing is the breech that was once heavily rusted and it is shiny because it was cleaned by somebody, but I can't really say for sure. I don't think anybody can give you advice on the safety of it without seeing it in person, you should take it to a gunsmith for that question.
 
Looks like a parts gun. Many originals but the ramrod is absolutely a modern one. No harm in having the barrel relined by Bobby Hoyt and making this a shooter with live ammo
