Restricted How does one move a monument?

Major Bill attended a sons of Union Veterans meeting tonight. A local city built a new city hall and sold the old city hall to a private company. The new owner wants the monuments gone or they will be tore down. When they researched who the monuments belonged to so they could change them for the monuments to get torn down, it appears that Major Bill is in the SUVCW which owns the GAR monument than stands in front of the old city hall. We have no idea how much this having it knocked down and taken to the landfill might cost. It is not a real huge monument maybe five foot tall. We could move it to a local cemetery or the local American Legion would allow us to move it there. I am not sure how much moving it might cost. On the other hand it might be the city that really owns the monuments. Perhaps the SUVCW would need to contact the city over this. Also should the State Historical Preservation office need to be notified as well?
