Help with names/unit on requisition form

I wanted to get some more eyes on this requisition form. My dad's notes say this CDV is the person who signed the form, but the signature on the photo is really messy and the one on the form is also hard to read. There was a Col. James Snyder in the 9th NY heavy artillery, so I don't know if that's who is pictured and signed this. I figured there might be someone who is more used to reading the writing from then who could verify. Here are photos or the form and CDV.

On the Special Requisition form:

Certification of articles needed for requisition, signed by:-
Sgt. Oscar A. Foote
Co. K, 9th NY Artillery


Authorization to Commissary-Segeant John W. Rice, 9th NY Artillery, to issue requisitioned articles, signed by:-
Lt. Col. James W. Snyder
9th NY Artillery


Receipt of requisitioned articles, signed by:-
Although this signature appears written over, making it illegible, it might be again,
Sgt. Oscar A. Foote
Co. K, 9th NY Artillery

Pretty sure Foote's a Second Lieutenant; he was commissioned March 2nd, and the form's listed as March 8th...
 
You are correct. Sorry. I misread the roster roll in my haste.

Oscar A. Foote was promoted from Sergeant to 2nd. Lt. on Feb. 3, '65. (The requisitioned articles were received, as per the form, on Mar. 8, '65). He mustered out on July 6, '65. (See Co. K roster in 'History of the Ninth New York Heavy Artillery' by Alfred Roe, at page 559).

Also. Thought this finding is reinforced by the same titles written underneath both of his signatures which appear to read as, ...'Lt. Comdg.'... (abbreviations possibly for, 'Lieutenant Commanding').

Thanks! Yeah I'm not sure what the connection with the photo is. I thought it was supposed to be the Snyder guy, but that name on the CDV doesn't look like "Snyder". The photo came with the document, so I think the original seller might have been stretching things.

The legible characters and length of the scrawled signature on the photo do not appear to accord with any of the signatures on the requisition form, nor with any of the names shown on the roster of commissioned and non-commissioned officers for the regiment or Co. K.

Thanks, that's what I thought, but I figured maybe I wasn't recognizing it or something.
