I have a document that I am trying to decipher and not having a lot of luck. If anyone here can help that would be wonderful. The document is attached.

I'm happy to try but can't read this very well. Can you use the "attach files" button to attach the file rather than inserting it into the message? It would be easier to blow up for reading. Thanks
 
Any chance you can take a picture of the typed section and post it separately? Here's what Ive got so far:

I Manual Shockley, citizen prisoner, having given satisfactory bond for the appearance for trial, when called for by the authorities, will be at once ________ ______ ___________ in Libby Prison, Richmond Virginia.

Nicely done. I did not decode the name I think the phrase is - proper authorities

in confinement at Libby Prison in this
city. I am directed by the Commanding General
to inform you that he has ordered their release
from confinement on their giving bail

for their appearance when called for by the
proper authority.
