Some cities had Grand Army of the Republic Posts of all German speaking members. While the GAR was open to all Union veterans and was offically intigrated, some cities had seperate GAR Posts of Germans and Blacks. I have never myself heard of all Irish American GAR Post but they could have well existed in some areas. The way it worked was when 15 veterans want to form a post they could do so. If the veterans of an Irish regiment wanted an all IrishPist it could have formed one. There were two GAR Post for Indians as well.

GAR Posts members voted in new members. While the GAR was officially open to all veterans, some Posts probably would not vote in certain people. Sons of Union Veterans of the Civil War and the VFW still have to vote on allowing in new members. I have not witnessed any questions of not letting any qualified veteran join due to their race, SUVCW still does not accept female members. The VFW does not discriminate based on gender. I have see some discussions about if a veteran could join the VFW due to their background. The SUVCS does have a moral clause as well.

I probably should have pointed out that the SUVCW does have an Auxiliary which allow female members. I think there is only one Auxiliary in my state.
