4. They declared the state offices of governor, lieutenant governor and secretary of state vacant, as those holding these offices were engaged in treasonable activity and that all acts in pursuance of treason and hostility to the Federal government were null and void. The also elected to fill the vacancies of governor, lieutenant governor and secretary of state.
5. Since officers and their troops belonging to the Confederacy had invaded Missouri, all citizens were to perform the duty of giving information of deposits of munitions of war belonging to Missouri & all citizens of a suitable age were to enroll in military organizations to take part in defense of Missouri.
