1. called for the militia of his state, to the number of fifty thousand, into the active service of the state for the purpose of repelling an invasion, and for the protection of the lives, liberty, and property of the citizens of the state.

2. He stated that he would "scrupulously to avoid all interference with the business, rights and property of every description recognized by the laws of this State and belonging to law-abiding citizens" and at the same time "to maintain the paramount authority of the United States with such force as he has at command." Adding that "All persons who ... have taken up arms, or who are now preparing to do so, are invited to return to their homes and relinquish their hostile attitude to the federal government, and are assured they may do so without being molested for past occurrences."

3. It was still Robert Toombs on July 20, he resigned soon after, having been appointed Brigadier General in the provisional army on the 19th and preferred that to the cabinet job.

1. The proclamation issued by the pro-secessionist governor called for 50,000 "true, bold, stout hearted Missourians" to repel the "invaders."

2. Essentially, the proclamation assured them of amnesty.

The proclamation invited those who had taken up arms to return to their homes and "relinquish their hostile attitude to the General Government," and assured them that they could do so "without being molested for past occurrences." (I do admire the way 19th century people used the English language.) :)
