I must confess, I never really understood the difference between "furlough" and "leave". I always thought the two terms amounted to much the same thing to in the end.

Furlough was for enlisted leave was for officers

Only if you wanted to remain in the same unit. I believe it was granted regardless but you would be assigned elsewhere on return.Pertinent blog post with primary source

There is no real cut and dry answer. You applied to your company officers and then it goes up the chain to the regimental commander, in some cases it can be approved at regimental level but in others it has to go up to brigade or divisional level command. Length was up to the discretion of the command.
