Emblem On Hat?

Here is another one for you guys. I don't think I have seen an emblem on a hat shaped like this. The cdv was taken in NYC, NY. Any ideas. Also from the same album is a couple 1870's cdv's of a man. Can't tell if military or band. Any ideas on them also.

The top photo is probably navy based off the double row of buttons and horizontal stripe on the cuffs. The hat has a small insignia but can't be made out. Naval insignia would have an anchor, eagle or leaf . Second photo has 1870's shako and foreign style cartridge box sling found in SH&G catalogs

The bearded man is a U.S. Navy Master between 1862-63. In 1864 the sleeve cuff stripes for officers became much more elaborate.
