Does anyone have information about Col. Gallway?

This photo of Col. Gallway is from the National Archives. Is his uniform post war? Foreign country? Can't remember seeing a fancy metal stand like that either.

Thanks! A response from the link in Post #2 - ... the image shows an officer of Royal Engineers. He is wearing special 'levee dress' with gold laced trousers, waist belt and pouch belt. Levee dress was generally worn for audiences and events such as garden parties, etc. with members of Royalty. I would date the photo to between 1860 and 1870.
