Superficially, it looks like some kind of take-down archery arrow--WHICH IT ISN'T!

My problem is that I can't tell you what it IS. I can only speculate it's a little flag staff meant for standing on the sidewalk as the patriotic parade goes by--and waving your flag as they pass. Of course, if that theory is correct, we are missing the flag that would be included. In ANY event, we are missing the carrying case for this little take-down staff...whatever it is.

What's your theory?

Not sure what it is. Do company level indemnification flags come in collapsible models?
 
Assembled this is Eight Feet - Five Inches long correct?....
Does the joint have threads, a pin/slot or just holds by friction ?
Any makers marks or markings on the metal components ?

I still think it's probably a flag staff--except now I realize it's probably a lot bigger than I previously assumed.
 
Would it be a jousting lance used today for contest sticking it through a little ring on horseback?

I was going with a flag staff….possibly from a post war organization (GAR..etc…)….but, a picture is worth a thousand words..and your's looks rather definitive…..just a question of Who's, what, and where it came from…
