Confederate or Union

I think he may be confederate, but not sure. And it seems like I recognize him, but just can't place him. Any help would be appreciated.

Looks like a federal regular to me. And the tax stamp on the back is usually a tale tale sign of a union image. Since it was a tax that the federal government started to help fund the war. But I could always be wrong! All in all great image definitely CW

Thanks all. Yes, I have had many with tax stamps in Confederate uniforms come through. Even a Robert E. Lee! Wasn't sure on the uniform though as I saw a Confederate young private in a very similar uniform.
 
The uniform on the OP picture looks like a standard union frock coat.

On The picture above it is not a union frock coat. The color on the collar, the shoulder straps...
