Confederate/Militia epaulettes?

Are these militia and or possibly confederate cavalry epaulettes? I can't lift up buttons to see back marks as they are set on / through the boards and sewn up on the bottom (one shown there for reference). Thank you!

This style is usually militia use and the relic shops have a fairly decent age range on similar ones stating 1850's-1870's. The button for sure would give a better date but it doesn't look like it unscrews. The eagle seems to have a raised shield which normally means a post war design but I'm no button authority.
 
These are very interesting. I do not know how many firms were making these, but possibly a limited number, some in the North some in the South.
