I lightened the image a little from the original to bring out some detail. looks like an Arkansas Toothpick on the left and a pistol butt on the right.

Possibly a type I or type II, I'm sure someone will be able to make a positive ID.

It is not a Richmond Depot jacket... Most likely a local state issue or commutation era procurement... tons of variances of those...
