This book is the only biography of Ulric Dahlgren. http://www.amazon.com/dp/1889020338/?tag=civilwartalkc-20

The author agrees with Jubal Early that the papers found on Dahlgren were genuine and not altered by the Confederates. Kilpatrick lied when he said the sinister parts of the orders were added by the Confederates.

I think Stanton may have been behind it. Lincoln may have known of it and if he did, he set up his own assassination.

The papers was actually a proclamation that announced the killing and kidnapping of Confederate officials. No details were found as to how this was going to be carried out. Dahlgren never read the proclamation to any of his 80 man raiding party, even up to the day when the "plan" would be put in motion. No maps or other information was ever found to indicate where these leaders might be found. If such a plan was tried out, it would have failed from even the simplest lack of preparation.

After the finding of the papers, Kilpatrick, Dahlgren's superior and commander of the main body of raiders, denied any knowledge of the document as did everybody else up the chain of command to Secty Stanton.

Modern analysis seems to indicate that the document was genuine, but very thing else is a mystery.
