Civil War "Voting Book"?

I found an item in my dad's collection that the original auction sheet describes as a "voting book". I tried searching "Civil War voting book" and only find modern books on voting in that period, which is no help. A kid appears to have gotten hold of this and doodled soldiers on it, wrote his name, and wrote random things in it, which is pretty cool. Any info would be appreciated!
