Civil war mystery solved?

recently looking at this blog-in regard to Fredericksburg cemetery photograph-my attention was caught by the inscription of the grave at the left-the unknwn Captain of the 49th NYI

something clicked in my head-it seemed familier -it was-see page 88 of 1996 SUVCW Yearbook see Howard Norris entry:

A check of VA Administration
shows a "T.D. Wiggins Lt B 64th NY Inf dod 5/12/1864 Site 589"

In fact this is the Fredericksburg National cemetery:

This gives info on Lt. Wiggins and then adds:
also borne as William P.; commissioned second lieutenant, January 20, 1862, with rank from September 4, 1861, original; first lieutenant, February 21, 1862, with rank from January 24, 1862, vice G. J . Greene, resigned; captain, June 6, 1863, with rank from December 10, 1862, vice W. H. Ellis, promoted.

What does that mean? This is a different person, right?
