Who was worst, Bill Anderson or William Quantrill?

I recently read a biography of William Quantrill, and why'll it showed Quantrill was sick and twisted, it seemed like Anderson wad worst, just want your fuys opinion, if you have a differnt Cheiftain or fighter than these two feel free to post.
 
Quantrill and Anderson are loved and hated depending on what side of the fence you were on. Lee was of the opinion that the best partisan leader was Mosby because he was a disciplined fighter that followed orders. The other CSA partisan/insurgent leaders could and did commit crimes against citizens loyal to the CSA. A good example would be what Quantrills men did when they wintered in Sherman, Tx. Were leaders such has Anderson, Quantrill and Samual Hilderbrand( read his bio that has been edited by Kirby Ross) effective in fighting the Union in Mo and Northern Ar? I would say yes but over time the Union forces were able to defeat them.
