Brig General William R. Terrill- Paranoid?

Virginian William R. Terrill stayed with the U.S. during the war. The West Point graduate ( and Phil Sheridan foe) sent Winfield Scott a telegram stating, " I am now and ever will be true to my oath and my country. No one has any authority to tender my resignation. I will be in Washington as soon as possible." My question(s) is: did someone try to resign for him? Were there instances in which someone tried to resign for someone else, or assumed someone was going to resign and tried to do it for him? Or was Terrill just paranoid? Or am I reading to much into this, which is entirely possible?
