Bormann Fuse Punch

I just recently acquired a Bormann Fuse Punch. My question is when using the fuse cutter, how deep do you cut?. Do you just go through the one layer, or do you cut deep through two layers? Vaughn.

You placed the punch on the desired number of seconds on the fuse face and pushed down. The white metal was rather soft and firm hand pressure was usually all that it took. If you got too friskly it went through the powder channel and may have closed the channel off, rendering the round a dud .

Could that be why so many are later recovered unexploded? Asking because I have one that is a battlefield recovery that is intact. Plus it has 2 holes punched into it. Guess loader messed up but dumped it down the barrel anyway.
