The Library of Congress identifies him as Col. E. Olcott, U.S.A.. A lot of Civil War photos at the LOC are of New York soldiers. An Egbert Olcott was with the 121st NY Inf. I found another photo of Egbert Olcott that looks like the LOC photo.
