I think it might be a fake cast from a dug buckle I forgot the guy who makes them though but he has a sight and is in Virginia
Have the hooks been worked on?? Resoldered?? I ran across a guy in the 90's who casted buckles from "supposed bannerman" specimens. I had bought some Breckenridge and Texas plates that ended up being duds. Use them mainly for visual or reenactment purposes.
 
Is this a banner man plate I was offered it for a very reasonable price
I'll let you decide. Below is an original Bannerman's that I have in my collection. I got this plate from LP on a trade and it is a known Bannerman's in the original shipping box.
