Anybody recognize this item?

I found it in the area of a CW skirmish at a train trestle. My initial thought was something railroad related since there is so much RR iron in the ground, but somebody on FB said it was a part off a McClellan saddle. I looked at pics online and don't see anything on the saddles that resembles this piece.

Any help would be appreciated.

I don't have a clue as Ive never dug anything like it and with the rust it hard to tell just what it is.
 
It's an odd piece for sure. My first thought was some sort of can opener, but that's just a wild guess. Maybe I try some electrolysis on it to see if it reveals any details.

The hole in the piece next to the quarter (last pic) looks to have been made with a square nail.
