Acceptable responce to Ft. Sumter

Hi list,
heres a question Ive often wondered about..After the attack on Ft. Sumter, President Lincoln called for volunters..This call up seemed to push the Southern states that were on the fence to seceed..My question is what would have been an acceptable response from the President to this situation that would have kept them in the Union.. A naval blockade of South Carolina's ports?
If anyone has any thoughts I would love to hear them...
