Main Question: This was TOUGH, but after a lot of searching I concluded that this is George Wythe Baylor, an aide to Albert Sidney Johnston, commander under Henry H. Sibley, and involved in the murder of a staff officer in April 1865. He went on to become an officer in the Texas Rangers.

I've decided to take a break from trivia this month. With the latest evacuation zone for the Eagle Creek Fire in the Columbia River Gorge only a mile from my house, this contest seems, well, rather trivial. I have fled the horribly unhealthy smoke and am staying at my son #3's vacation home on the Washington coast. If my house burns, it's insured! I'll be back after the fall rains start, probably some time in October.

Edit - By all means, stay out of the smoke. Hope your house will stay out of it, also.
