In 1876 a Union Civil War Colonel built a Victorian-style Cape May hotel. This colonel had been held as a prisoner of war and was scheduled to be executed, but President Lincoln intervened.

Name the colonel and the hotel. What did President Lincoln tell the Confederacy that led to his release?

3) Lincoln had Secretary of War Stanton (Eric Wittenberg says General in Chief Henry Halleck) threaten the Southerners that two Confederates, including Robert E. Lee's son Rooney, who had been captivated by Union troops, would be killed if Sawyer and another Union officer would be executed. The situation ended up with Sawer being exchanged against Rooney Lee.

Upping the stakes, one of the Confederate prisoners selected was the son of General Robert E. Lee. The situation ended with Sawyer being released in a swap with Robert E. Lee’s son."

Henry Sawyer (1830-1893). Sawyer built the Chalfonte Hotel, a landmark in Cape May, New Jersey. Lincoln threatened to execute two of rebel soldiers if they executed Sawyer. One of those was Robert E. Lee's son. The rebels eventually exchanged Sawyer for the young Lee.

I assume the first part of the clue includes a question - The Confederate Regiment organized in June 1861 was 17th Virginia Infantry Regiment. After his promotion he commanded Corse’s Brigade, Pickett’s Division, First Army Corps.

Colonel Henry Sawyer - Henry Sawyer Inn - Said that if two Union soldiers were executed (Colonel Sawyer one of them) that the Union would execute two confederate Soldiers (General Lee's son one of them) Sawyer was exchanged for General Lee's son instead.

Edit - There is a bed-and-breakfast in Cape May known as the Henry Sawyer Inn, but it was built in 1877, not 1876, and it was built by Eldridge Johnson, not by Henry Sawyer. Johnson built the inn on land which he had purchased from Sawyer and named the inn after Sawyer, but the question asked specifically for the name of a hotel that Sawyer had built, and that was the Chalfonte.

Edit - The full name of the second son of Robert E. Lee, the one who was proposed to be executed, was William Henry Fitzhugh Lee; however, he is not the same person as Confederate General Fitzhugh Lee, who was Robert E. Lee's nephew, not his son. W. H. F. Lee was referred to as Rooney, and it has been speculated that this was done to avoid having him be confused with Fitzhugh Lee. Fitzhugh Lee was never captured during the Civil War, so the Union could not have threatened to execute him.

Edit - The 4th Georgia Infantry did fight at Antietam, but I would have to think it was organized in Georgia. I can find no source indicating that it was organized at Manassas Junction, VA.
