I think this was Eugenia Levy Phillips. She was held at the house of Rose Greenhow and later was arrested by Gen. Benjamin Butler in accordance with his General Order No. 28.

2. Suspected of being part of a Confederate spy ring, she and two of her daughters were held under house arrest at the home of Rose O'Neal Greenhow.
3. The "beast" she encountered was Major General Benjamin "Beast" Butler.
4.
