I found this statement:
"There were more Northern-born Confederate generals than Southern-born Union generals"
BUT:
One Civil War buff had put the numbers straight and found out:

"There were 33 Northern born Confederate Generals. There were 35 Southern born Federal generals that served during the Civil War. There were 583 generals commissioned during the Civil War on the Federal side and 425 Confederate generals commissioned during the war. Percentage wise, that puts the Confederacy in the lead, but number wise, it places the Federal army in the lead."

As in the above quoted source the exact numbers are given (which I think is more proof than a mere statement), he gives a complete list of theSouthern born Federal generals and I understood that you did not ask for the percentage but for the numbers, my answer is: There were more Southern born Federal generals than Northern born Confederate generals.
