That should be Alvin Peterson Hovey and the young recruits were nicknamed "Hovey's babies"

Alvin P. Hovey (1821-1891). In the last months of the conflict, he Commanded the District of Indiana, where he enlisted about 10,000 soldiers, nicknamed "Hovey's Babies".
