The four statues at the base of the monument represent:
"War (the soldier), Clio, the Muse of History (represented by the woman writing upon the tablet), Plenty (woman holding a sheaf of wheat) and Peace (the mechanic)" - quoted from: http://home.nps.gov/gett/planyourvisit/upload/National Cemetery brochure.pdf

Addendum: on the pedestal appears the statue of Liberty, being the fifth statue of this monument.
 
The figures of War (the soldier), Clio, the Muse of
History (represented by the woman writing upon the tablet), Plenty (woman holding a
sheaf of wheat) and Peace (the mechanic) surmount the base
 
War, History, Peace and Plenty are what the four statues represent with the figure at the top representing Liberty.
The only muse I can find mention of is the muse of History named Clio.
