Army of Northeastern Virginia

Prior to First Bull Run, McDowell was originally an artillery officer who had never commanded troops in combat, having served as an instructor and staff officer for most of his career. The army became the Army of the Potomac only after McClellan was given command and it was reorganized and greatly expanded.

Army of Northeastern Virginia in the First Battle of Bull Run

"McDowell was promoted to brigadier general in the regular army on May 14, 1861, and given command of the Army of Northeastern Virginia, despite never having commanded troops in combat."

"The growing body of troops in the nation's capital was ultimately organized in to the Army of Northeastern Virginia. To lead this force, General Winfield Scott was compelled by political forces to select Brigadier General Irvin McDowell. A career staff officer, McDowell had never led men in combat and in many ways was as green as his troops."

First Battle of Bull Run

Edit - Incorrect. The question asked for the name of the army McDowell commanded, not the name of the battle at which he commanded it.
