Hm. A bit late to this thread, but... my great-great-grandfather was in the 14th. The 14th had two distinct incarnations, once as a three-months' regiment and then as a three-years' regiment. It's possible that the men who joined the 14th in its initial 90 days may have been supplied with OVM buckles and may have kept them for a time even after it was reorganized as a three-years' regiment. Just speculation on my part, though; I haven't seen any photos of my ancestor in uniform to be able to say what he wore.
