Stephen Miller

Believe he was not only a soldier but also a Governor of Minnesota

Hoosier

That's General Stephen Miller who, as commander of Mankato's Camp Lincoln (MN), supervised the execution of 38 Dakota (Sioux) warriors for their part in the Dakota War of 1862. He later became governor of Minnesota.
