Despite charges of drunkenness against me (true), I proved my mettle at Ball's Bluff, assumed Brigade command when my Brigade Commander was wounded at Savage Station, and was cited for bravery at Malvern Hill and subsequently promoted to Brigadier General.

Brigadier General William Barksdale (18211863) — he seems to fit all the clues:
He was "Arrested for intoxication, Colonel Barksdale survived a military Court of Inquiry to become one of the most beloved commanders in the Army of Northern Virginia

Had a street named after him for Ball's Bluff - The streets in the Potomac Crossing subdivision in Leesburg, Virginia, are named (in part) after the regimental commanders of the Battle of Ball's Bluff (October 21, 1861). Barksdale Drive was named for Col. Barksdale and is the primary east-west conduit in the development, running just short of a mile to either end of the neighborhood.

Assumed command of the brigade when his brigade commander, Brigadier General Richard Griffith, was mortally wounded at the Battle of Savage's Station on June 29, 1862.
He was cited for bravery by General Lafayette McLaws when in his promotion request for Brigadier General he stated: "for there is no command that stands higher in good conduct everywhere, whether as individuals, as companies, as regiments, or as a Brigade, and now more distinguished for that unexceptionable, undisputed courage which requires no hurrah to urge it to their highest acts of daring".

and consequently was promoted to Brigadier General on August 12, 1862.
