Lincoln was inagurated March 4, 1861. In 1861, one star was added, representing Kansas, bringing the total number of stars to 34. Kansas, was admitted to the Union on January 29, 1861. This flag flew from 4 July, 1861, to 3 July, 1863. Even after the Southern states seceded from the Union Lincoln would not allow any star to be removed from the American flag. The next star was added to rtepresent West Virginia in 1863, bringing that current total to 35 and was used July 4, 1863 – July 3, 1865.
So, my answer would be at Lincoln's inaguration on March 4, 1861 there were 33 stars on the flag, the 34th star represented Kansas and flew on the flag starting July 4, 1861.

At Lincoln's inauguration on March 4, 1861, our flag had 33 stars. On July 4, 1861, another star was added after Kansas was admitted as the 34th state- a 'free state- on January 29, 1861.
 
There is some time lag from when a state gets admitted to the union and when the flag becomes official.

The 33 star flag - This Flag became the Official United States Flag on July 4th, 1859. A star was added for the admission of Oregon (February 14, 1859) and was to last for 2 years. The two Presidents to serve under this flag were James Buchanan (1857-1861) and Abraham Lincoln (1861-1865).

The 34 star flag - This Flag became the Official United States Flag on July 4th, 1861. A star was added for the admission of Kansas (January 29th, 1861) and was to last for 2 years. The only President to serve under this flag was Abraham Lincoln (1861-1865).

When Lincoln was inaugurated on March 4, 1861 the flag should have had 33 stars. The flag flying over Fort Sumter on April 12, 1861 had 33 stars. Kansas was officially admitted as a state on Jan. 29, 1861 it was mandated that on July 4, 1861 a new official flag would fly with 34 stars. On February 12, 1861 on his way to Washington, on a stop at Independence Hall in Philadelphia, Lincoln hoisted a new 34 star flag.. This was less than a month after Kansas' admission as a state. The practice of using "once official" and "not yet official" flags had to be more common than it was believed. The new official 34 star flag was flown on July 4, 1861.

The next star was added in 1863 (the question did not specify that it was asking for month, day, and year, so I will accept simply the year of 1863 as a correct answer), because West Virginia was admitted as a separate state from the rest of Virginia.
 
33, but one was soon added for Nevada, a new state that the previous Southern members of Congress had opposed and that the remaining members rushed through in their absence. Nevada's population had exploded in 1860 mainly due to the discovery of the Comstock Lode in Virginia City, giving the territory the necessary numbers for statehood.

Edit - Nevada became the 36th state when it was admitted to the Union in October 1864, but stars were added representing both Kansas and West Virginia before Nevada.

This 34-star flag became the official American Flag on July 4th, 1861. A star was added for the state of Kansas, which was admitted to the United States of American on January 29th, 1861.

This was the flag that was flown by armies of the North during the first half of the Civil War. The flag had 34 stars to represent all of the country's states, even those that were attempting to secede from the union.

The next star was added on July 4, 1863 to represent West Virginia, which was admitted to the Union on June 20, 1863 after separating from Virginia:

According to tradition, a new star was always added to the flag on Independence Day.
Kansas
was admitted to the Union on January 29, 1861 and the 34th star was added on July 4th, 1861.

When West Virginia was admitted to the Union on June 20, 1863 (after "seceding" from Virginia) a
35th star was added to the flag on July 4,1863.

The admission of Kansas as a state (Jan 29, 1861) had already been recognized by the addition of a star (Feb 22, 1861) making 34 stars on the flag when Lincoln was inaugurated on March 4, 1861..

In recognition of West Virginia's statehood, which occurred June 20, 1863, the 35 star flag became the official US Flag on July 4, 1863.
 
There were 34 stars on the flag when Lincoln was inaugurated in 1861. In 1863, the state of West Virginia was added as the western part of Virginia decided to secede from Confederate Virginia and remain loyal to the Union.
In 1864, Arizona became the 36th state in the Union. (Bonus answer?:giggle:)

Edit - Arizona wasn't admitted to the Union until 1912. However, your answer to the main question is correct, so you don't lose any points on the bonus answer.
