Explain why John Burn's famous encounter with the Confederate army July 1st ,Gettysburg, Adams County, Pennsylvania his second of the invasion? Which Confederate did ' The Hero of Gettysburg ' first encounter and why was Burns involved? "

Why -resisting confederate occupation of Confederates in Gettysburg in late June.

Buns first encountered Jubal Early on June 26 as he was resisting the Confederate occupation of Gettysburg as he attempted to uphold his authority as town Constable. He was briefly jailed for his resistance but was released when the rebels left Gettysburg. Soon after his release he began arresting Confederate stragglers.
 
On June 26, 1863 John Burns, a constable for Gettysburg, encountered Confederate General Jubal Early and his force entering the town and tried to assert his civil authority in an attempt to stop the Confederates. Early had Burns arrested and locked up in the town jail only to be released when Federal forces entered the town on June 30, 1863.

Burns was released two days later, when the rebels moved on to raid the town of York, Pennsylvania. He was unharmed, but furious.

His involvement arose from his position as Constable of Gettysburg. He apparently thought that meant he should try to arrest or chase off criminal rebels.

Not sure if I have understood the question ... so I will answer to my best knowledge.

Burns went out for the "purpose of bushwhacking" the enemy as early as June 21st, 1863, but I'm not sure if he met any Confederate then.
So I think the question asks for Jubal Early being the significant Confederate officer Burns met on June 26th, who ordered a cavalry officer to imprison Burns for interfering and opposing the Confederate forces in his capacity as town constable.

Oh, my, another John Burns question! Although I couldn't find the answer to last Friday's, at least I now know about this one!

He was elected as Constable in 1862 (too old to enlist) and as quoted from the article:
" In late June 1863, a detachment of Confederate cavalry commanded by General Jubal Early arrived in Gettysburg. Burns apparently tried to interfere with them, and an officer placed him under arrest in the town jail on Friday, June 26, 1863." The article goes on to state that he was unarmed and furious and then of course we know what happened on July 1st and the rest is history.

As the Confederates departed, Burns was released from jail and arrested some of the Confederate stragglers,[3] continuing his opposition to the invading army until he was relieved by Federal cavalry under Brig. Gen. John Buford.[4]
 
He was rejected for combat duty in the latter war due to his advanced age, but he served as a teamster in support of the Union Army. He was sent home against his will to Gettysburg, Pennsylvania, where he was named constable. During Confederate Maj. Gen. Jubal A. Early's brief occupation of Gettysburg on June 26, 1863, Burns was jailed for his adamant assertion of civil authority in resisting Early. IIRC, Burns was town constable. Confederate passing through town in June locked him in his own jail. Powell's men, maybe?

Edit - Not sure whether you meant Lewis Powell or Ambrose Powell Hill, but it wasn't either one of them.
