1. Appears to have been a Captain McKinney or McKenny.

2. Curiously enough, he was disguised as the 'Burger King.' Historians have long debated the implications. *

* The fact that I'm eager for lunch today has absolutely nothing to do with my answer. None whatsoever.

Edit - Unfortunately, the Burger King was never known for his agricultural accomplishments.

Question

Fremont knew his command would soon end,
Relief orders from Lincoln were penned.
Abe needed to be clever,
in completing this endeavor,
for Fremont had powerful friends.

So a unique plan was devised,
the "Path Finder" must be surprised.
But Fremont would not yield,
used his troops as his shield.
until "tricked" by a man in disguise.
  1. Who was the "man" that brought the order?
  2. What was his disguise?

Captain T. I. McKinney (1830-1899), Second Iowa Infantry, disguised as a farmer.

Lincoln entrusted the orders relieving Fremont to his friend Leonard Swett who took them to General Samuel R. Curtis. Concerned that Fremont would attempt to prevent delivery, they selected two men to deliver them by separate routes: Captain Ezekiel Boyden and Captain T. I. McKenny.
As it turned out, McKinney, disguised as a farmer, was able to get through the guards at Fremont's headquarters and see Fremont. He described the meeting:

The General was sitting at the end of quite a long table facing the door by which I entered. I never can forget the appearance of the man as he sat there with his piercing eye and his hair parted in the middle. I ripped from my coat lining the document, which had been sewed in there, and handed the same to him, which he nervously took and opened. He glanced at the superscription, and then at the signature at the bottom not looking at the contents. A frown came over his brow, and he slammed the paper down on the table and said, "Sir, how did you get admission into my lines?" I told him that I had come in as a messenger bearing information from the rebel lines. He waved me out saying, "That will do for the present."

Capt. Ezekiel Boyden, who disguised himself as a country farmer.

Edit - The source you cited indicates that two men, one of whom was Capt. Ezekiel Boyden, were sent to try to deliver the message to Fremont, but it does not say that Boyden disguised himself as a farmer - only that McKinney (or McKenny) did. Information about what, if any, disguise Boyden employed in his apparently unsuccessful attempt to get through to Fremont seems to have been lost to history.

A Captain, named McKinney or McKenny, was sent with this dispatch. He disguised himself as a local country farmer, and was refused entry to Fremont's presence twice.
A second messenger, Ezekiel Boyden, was sent to General Hunter with his
elevation to Command of Fremont's Department. These men were chosen for Lincoln by General Samuel Curtis and Leonard Swett, a longtime Lincoln friend

Capt. McKinney (my 2nd source speculates his first name was Thomas and my 4th source identifies him as a "now" General T.I. McKinney of Olympia, Washington).

He disguised himself as a country farmer. "After being questioned and denied entrance at least twice, he was finally admitted to the headquarters area and managed to deliver the order to Fremont relieving him of his command."
