False. Not all black soldiers were granted back pay retroactive to their enlistment date in June of 1864. For black soldiers who were not free blacks at the start of the CW, their retro pay only went back to 1/1/1864. This technically forces the answer to be no as the question must be referring to all blacks since no other qualifiers were given. It wasn't until March 3, 1865 when all blacks were given full retro pay.

Question is like Miracle Max's line in the movie Princess Bride. The question is mostly true but mostly true is slightly false. So false it is!

Finally, in June of 1864, Congress passed a law enforcing equal pay. The problem was the pay was retroactive only until the previous January 1st for most soldiers and from the time of enlistment for men who were already free before the Civil War began on April 19, 1861.

In June 1864, Congress passed a bill equalizing pay retroactive to January 1, 1864, for all men who had been free at the start of the war. The Enrollment Act of March 3, 1865, finally granted full and equal back pay for all black soldiers.
 
The reply could be: True - but not for every black soldier.
But my answer rather is:

False. Or better not entirely true ...

From June 1864 not all black Union soldiers received equal payment retroactive to the date of their enlistment, only those who had been free before the Civil War. This unfairness was only corrected in March 1865.
