False - based on this article - It appears Congress officially granted equal pay in June, 1864 - (according to my 2nd article although it does state they made this action retroactive to the date of their enlistment - so if they were serving in October, 1863, they got the back pay equal to their white counterparts), but as I read the question in October, 1863, they were still getting less money.
