Lee's Optimal Re-Organization before Gettysburg (The Extra Brigades)

So I've been putting together an Order of Battle for the Army of Northern Virginia IF Davis had sent the requested brigades Lee had asked for (Corse, Jenkins, Ransom, and Cooke). Now I think "Shanks" Evans brigade was also possibly one considered but I've seen conflicting evidence on that, so I didn't include it in the order of battle.

So I've got a few questions, and I'd also like to get everyone's thoughts on how this looks.

1.) II Corps command - So I'm not sold on Ewell, I know Lee asked for his promotion, but I'm wondering if there is a scenario where Lee ultimately is too worried about Ewell's loss of a leg, and goes a different direction. In this scenario I promoted Early, but I could also see Anderson or Hood. I think Hood is too young, so I don't see Hood getting it. Anderson has seniority of command, but isn't in the 2nd corps nor is he known to that corps. So I went with Early, but I could see a scenario where Anderson gets it, if that happened, then Wilcox would get Anderson's division would be my guess, as he has seniority, and I know he was considered for division command during the re-organization before Gettysburg.

2.) Early's Division - I ultimately placed Trimble in command of the Division. I could also see a scenario where Hays commands the division until Trimble is ready, but not being promoted to MG, Trimble then makes himself available for the campaign and then assumes command of the division. Couple of questions here, was there any way to remove William Smith? I know books talk about how he was out of his depths, and I know after the campaign he ultimately moved from command? I know he was governor-elect, possibly Lee could of let him know how important being governor was, and that he couldn't be killed in combat, and therefore a better officer promoted or moved in his place?

3.) BIGGEST QUESTION - 3rd Corp organization - So the movement of Richard Anderson's division is easy as that division stays roughly the same. How the other two divisions are organized is another matter. So I read that Lee initially plans to have the Light Division stay mostly intact, and then put Ransom, Cooke, Pettigrew, and Davis together (Which would be a huge division 10,000 men in just 4 brigades). Now does Robert Ransom command that division?? What about shifting Heth's brigade out of Light Division over to that division and then promoting him? If Heth's brigade doesn't get moved out, AND Ransom takes over the division, then who ultimately gets the Light Division? Heth or Pender. I'm under assumption that Heth with seniority would get it. But Lee seemed really eager to also promote Pender. What are you all's thoughts?

4.) Misc. changes - So I made a few slight changes to the OOB that I thought made practical sense. I detached the 55 NC from Davis brigade and attached it to Ramseur. I know Lee was looking for reinforcements for that brigade, and this still leaves Davis with 1800+ troops. Secondly, I took Jenkins and attached him to Hood instead of Pickett. Them being from SC fits more with Hood or McLaws Division then with Pickett, and they ultimately went out with Hood to Tennessee, so I don't think this is out of realm of possibility. This also gives the best divisional commander in the I. Corps the largest division. I left E.A. O'Neal in command of his regiment and moved Battle up instead, I know that's what Rode's preferred.

Richard Anderson could likely have performed capably, but NOT Hood (based on what we know about Hood in retrospect).

That's just for Richmond and North Carolina. I believe that Colquitt's brigade was only temporarily in NC, it then went to SC to replace the division Beauregard sent to Mississippi. South Carolina has enough troops to hold off Union forces -- the Siege of Charleston began July 9, 1863, so they'd be prepping for that.

Clingman and Martin were definitely enough to hold off the Union forces in NC. A third of the Union 18th Corps, deployed there, was sent home for muster out in May and June, 1863.

- So if Anderson would take 2nd Corps over Early, I think I'm going with the J.E.B. Stuart takes command route.
- I've split the Cavalry into two different divisions both answerable to Lee. This allows Lee more flexibility with his Cavalry, and gets around having to pick Hampton or Lee over the other.

You are correct and Stuart is outranked by seniority by both Ewell and Hill. I may have to just go back to Ewell and Hill, or I'm pretty sure Anderson would be next to assume. Lee rarely jumped men in seniority, he would send them out of the army first.

So I think the solution to the small FL brigade in Anderson's division is to detach it and send it to Dept. of E. Tenn. Combine it with Trigg's brigade. Probably in exchange for the 65th GA and 54th VIR. That seems to make the most sense. Could also send either of the AL or TN regiments in Archer's brigade and exchange them for the AR or TN Brigades in Gracie's brigade. Putting TN troops in East Tennessee and bringing over the AL troops from Gracie makes sense.

Good idea, but it may not have been practical given a limited time span.

The problem with that is the security of the mountain passes in East Tennessee and Southwest Virginia. Additionally, with the start of the Tullahoma Campaign, East TN defenses would be hard-pressed to send any men away, even in exchange.
 
Trying again. If you guys have other suggestions let me know!

Notes:
1.) I made the changes with with E. Tennessee. I do feel like the TN regiments should go West, they will have better luck recruiting their numbers back up anyways. If I can't make the Gracie move, I'm with detaching the FL brigade and the TN regiments and then combining the AL regiments with another command if need be.
a.) I combined Gracies's AL units with Archer's AL units to reform Gracies brigade and make it all AL
b.) I sent Lang's FL regiments to E. Tennessee and combined them with Trigg's Command.
c.) I attached the 65th GA from Trigg's Bde to Semme's brigade to give it a 5th brigade.
d.) I attached the 54th VA to Mahone's Brigade to give him a 5th Brigade and to somewhat make up for the loss of the 3 FL Regiments in Andersons' Division.
2.) I've gone back to just having Ewell command 2nd Corps, and Hill command 3rd corps. This experiment has shown me that their are little better alternatives that could of realistically happened.
a.) This leaves Trimble without a command and floating for the short term.
b.) To remove Ewell almost certainly means Anderson takes charge, and then Wilcox in charge of Anderson's division. I'm not sure this moves the needle much if at all.
3.) Other changes I've made to review.
a.) Corse is with the army and with Pickett's Division
b.) Jenkins is with the army and with Hood's division, i felt that the deep south nature of the brigade fit better with Hood's division.
c.) 1st NC and 3rd NC of Steuart's Bde have been transferred to Hoke's command, the 54th is shown with the army, though it was detached to transport prisoners.
d.) I've got the 13th and 58th VA attached to Smith's brigade they were also detached transporting prisoners.
e.) All four of Heth's old brigade have been combined with Steuart's command.
f.) the 55th NC of Davi's brigade has been transferrered over to Ramseur's brigade, this both reinforces Ramseur, and leaves Davis still with over 1700 men.
g.) Kept 5 brigades in the "Light" Division under Pender, transferred Heth's brigade out so as to make Pender the senior brigadier. Instead of Archer he now has Gracie.
f.) Heth's division is the largest in the Army. He has Cooke, Pettigrew, Davis, and Ransom.
4.) Cavalry Corps - I've reshulffed the cavalry corps. With how spread out it was this makes more sense to me, and is what Lee did quickly after Gettysburg. This type of organization would have paid huge dividences during the campaign.
a.) There are two official divisions and then two other commands in the corps. Hampton and Lee command the two divisions.
b.) Robertson's command will be be out in front of the army. Robertson will ultimately replace what Jenkins did, and Jenkins will tear up rail lines, and gather supplies to the west of the Army.
c.) Jone's command will trail behind the army. By breaking up Jones and Robertson, you allow Jones, who was very good officer to observe the Union army and ride out and follow as well as inform Lee of when it moves. this puts Jones on the rear and right of the army.

- What is the 8th NC Battalion (Ransom's brigade)?
- Wouldn't the breakup of the Cavalry Corps into four divisions reduce its overall effectiveness as a unit? From what you stated, it would become more of a series of scouting commands rather than a singular Corps.

It would normally be two divisions of 4 brigades BUT with Stuart planning his ride around the Union army, he detaches certain units. It was a mistake to put Jones UNDER Robertson. Jones was by far the best leader of the 4 brigades left behind during the expedition. While Robertson is poor, I think he can do what Jenkins did.

The 8th North Carolina Infantry Battalion was the nucleus of the existing 66th North Carolina Infantry, which remained in NC. It may have served with Ransom's brigade in NC, but it sure didn't transfer out -- the 66th NC was organized under the auspices of being a State regiment, and remained in NC the entire war.
