alot of generals who were martinet weren't always well liked. He always seemed to tun a solid outfit.

This one os more difficult. In 1864 they brought up more florida units. Not sure it's feasible in 1863. But I could be wrong. Oulustee hasn't happened yet. In assuming after that win they felt more secure sending up more FL regiments/battalions.

Wjat would be the merits? It's also wpulsnt really be the light division any more eith that many units split. I may need to go back and find source but I believe Heth, while have the seniority in the dividin was also the newest to the division and there was thoughts that other brigadier wanted it to go to Pender who'd been with outfit from onset.

You may know this more than I, but could they be moved without hurting defense of Florida? I know some of those units were at battle of Oulustee.
 
Other option for the FL unit is to detach it to FL let it go recruit and refill ranks and come back with 5 or 6 regiments. Even if the trade is the FL brigade for say for Cooke and Ransom, that would replace and understrengthed brigade with 2 large veteran units.

They kept petitioning for it -- both Gov. Milton and Gen. Perry, but Lee never did. Perhaps the trade would motivate him...

I don't think any troops could be sent from South Carolina or Florida, because June 1863 is when the Siege of Charleston begins. Beauregard held on to any and all troops he could, unless specifically ordered.

Corse's brigade was one of those units that were officially still part of the ANV, but engaged in guarding its named territory -- northern Virginia. The 44th and 54th North Carolina and 13th and 58th Virginia would also be included in that category.
 
Col F.H.Board (58th VA) or Col J.S. Hoffman (31st VA) could be named to temporarily command William Smith's Brigade if he is relieved of duty for his own safety as the next governor.

I think that's just a bit too many regimental consolidations for only June 1863...those certainly made sense after Wilderness/Spotsylvania but I don't think it would make as much sense now...

No way to dissolve Davis's brigade - he's the President's nephew, just don't see that as a workable alternative. I do think we can move some regiments around in some hodgepodge brigades. Specifically Steuarts brigade, we can use his NC regiments to bulk up a NC brigade and his VA regiments can go to some weakened VA brigades. I actually think one of two things with Perry's FL brigade need to happen, since we can't send FL regiments up to bulk it up. Why not send it south to Hill in the Carolinas in exchange for another unit and allow it to go recruit.
