This is a tintype which is a mirror image of the subject (look at the way the jacket id fashioned). In real life (image flipped vertically):

Because it was a mirror image the buttons, buckles and badges were often 'scrubbed out' to avoid the giggles at the reversed insignia. the other problem with tintype is that they are direct images, not from negatives and the medium often breaks up, cracks or 'blobs' as can be seen on this one. all detail is lost due to this. The cap band is light in color which would indicate it is a light to medium blue color - infantry arm color.
