Future Camp Blair relics?

Today I was at Camp Blair, Michigan.

Well sort of at Camp Blair. I visited the Michigan Military Heritage Museum in Jackson. The museum is on the old Camp Blair site and this is part of the new display.

The Michigan Military Heritage Museum purchased a lot last yearvthat was also part of Camp Blair and just received a major grant from the State of Michigan to greatly expand the museum. When they dig up the plot to erected the new building, should they look for relics?
 
I understand tgey have found a few items. Still more may be found.

The current museum building will expand in to the vacant plot of land. To be honest the current building is a bit crowed with a huge number of manikins in uniforms from different countries and different eras. There are two Union manikins and Michigan men in five Confederate uniforms. All the uniforms are reproductions, with real items in glass cases. The cannon is an original Confederate 6 pounder.

Don't they have to do an archaeological survey before they do any construction if there is reason to suspect previous historic or prehistoric occupation of the site?
